Stormwater Permit Administration

Douglas County has been designated a "Phase II" community under the National Pollutant Discharge Elimination System (NPDES) program of the Clean Water Act.  Douglas County Environmental Services administers the Phase II Stormwater permit issued by the Nebraska Department of Environmental Quality.  The current permit is effective October 1, 2009 for a period of five (5) years.

Under the Permit, Douglas County is responsible for completing requirements for the following:

   1.  Public Education and Outreach
   2.  Public Participation and Involvement
   3.  Illicit Discharge Detection and Elimination
   4.  Construction Site Runoff Control
   5.  Post- Construction Runoff Control
   6.  Pollution Prevention/Good Housekeeping for Municipal Operations
   7.  Stormwater monitoring plan.
