The Landfill Division has responsibilities for both active and closed landfills in Douglas County.
Douglas County contracts with Waste Management for the general operation and maintenance of the active Pheasant Point solid waste landfill site at Highway 36 and 216th Street, (402) 238-3440. The actual location is 13505 North 216th Street near Elk City, Nebraska (approximately 12 Miles Northwest of Omaha). Visit the following links for more information:

This division operates the Scalehouse (402) 238-2970 at the landfill, collects fees from users, and then pays Waste Management pursuant to the contract between Douglas County and Waste Management.
In addition, this division provides litter control along State Highways and County roads leading to the landfill and some environmental oversight at the Pheasant Point site. The Pheasant Point site is estimated to provide landfill space for Douglas County for the next 40+ years.
Environmental monitoring services are provided for two closed landfill locations:
- Hefflinger Park at 112th and Maple Street
- the State Street Landfill at 126th and State Street.
The Manager of Environmental Control is primarily responsible for monitoring these closed landfills, working directly with regulatory personnel from the Environmental Protection Agency (EPA) and Nebraska Department of Environmental Quality (NDEQ).
Effective February 13, 2005, ownership of the Hefflinger Park property was transferred to the City of Omaha, and the City is now responsible for the operation and maintenance of the park and recreation amenities. Responsibility for monitoring methane gas vents at Hefflinger Park remains with the Landfill Division.
The State Street Landfill has been closed for approximately 20 years and is closed to the public.
